Municipal Exchange – An exchange between the Mayors and City Department Administrators in Dubna, Russia and La Crosse, Wisconsin, USA.
Goal: To share information on city management and assess methods to provide assistance to Dubna to improve democratic practices, environmental issues (water, sewer, landfill) law enforcement and other domestic issues.
Major Achievements: A manual for city management incorporating democratic processes in Dubna was developed and several small businesses were developed. Dubna found that small businesses rather than major industries could help stimulate their economy. Future exchanges were initiated to work on specific issues to improve heating systems, water purity and sewage disposal.
Funding: Initial funding was a $25,000 grant from the Eurasia Foundation and managed by staff of World Services of La Crosse, Inc. Subsequent activities were funded by the cities of Dubna, Russia and La Crosse, Wisconsin.
