Domestic Violence Prevention Plan for Dubna – World Services of La Crosse, Inc. is currently administering this program - a joint venture between La Crosse and Dubna for the protection of women and children faced with domestic violence.
Goal: To address domestic violence through mobilization of criminal justice professionals, municipal leaders and agencies, medical, non-governmental, and social services resources.
Major achievements: Among the major achievements in the area of domestic violence are:
- Creation of a city wide domestic violence team in Dubna to carry out the plan for community education and intervention for domestic cases
- Establishment of a crisis phone line for victims of domestic violence including significant training for crisis line volunteer counselors
- Dubna Police Department has specifically assigned staff to address domestic violence;
- A shelter for children of domestic cases has been established in Dubna; an additional safe place for women is planned.
- Chief Judge of the City has agreed to work cooperatively with all team members to achieve desired outcomes
- School children will be surveyed to assist in developing a plan to address impact of Domestic Violence on children.
Impact: Since the problem of violence against women persists as a chronic and overwhelming problem in Russia, the mere awareness of domestic violence programs may start to make an impact in Dubna. Community education, through “town meetings”, posters and flyers, and call-in radio and television shows, seek to increase awareness of the need for equity for women and children. Much has been accomplished in two short years, and much more is expected for Dubna in the next five years.
Additional highlights: Collaboration in domestic violence work in Dubna has included Sister Cities International.
Funding: Staff of World Services of La Crosse, Inc. has managed grants from the International Research Exchange (IREX) utilizing funds from the United States Agency for International Development (USAID) and Sister Cities International as a grantee of the U.S. Bureau of Alcohol Tobacco and Firearms. Grants have totaled approximately $300,000.
